On a tight call that is worth real money — which is exactly why the honest answer is to buy a shorter independent trip rather than a cheaper version of a trip that does not fit.

The city circuit, 08:00 to 16:00
Alongside, and off the ship
Clear the terminal, and settle your transport before you leave it. There is no Grab in this city — tricycles are the system. A chartered tricycle for city touring is ₱600–1,200 for a half day, and shared hops are ₱12–25. Agree the fare before you get in and you will never have a problem.
Plaza Cuartel and the cathedral
Twenty minutes and the most historically weighted stop here. 139 American prisoners of war were burned alive in air-raid shelters on this ground on 14 December 1944; 11 escaped and the survivors' accounts drove the Great Raid at Cabanatuan. Entry is free to about ₱20 — the fee is not consistently published. The blue cathedral beside it is free.
Binuatan Creations
Working handlooms weaving buri and tikog. You can sit at a loom and try it, and what you buy was made in the room. This is the stop that gives a shore day something to take home that is not from a mall — and unlike most souvenir stops on a cruise circuit, it is a genuine workshop.
The crocodile farm
Properly the Palawan Wildlife Rescue and Conservation Center: government-run since 1987, open 08:00–17:00, entry free to about ₱50 depending on which source you believe, and 575 TripAdvisor reviews. It is a working breeding and rescue facility rather than a zoo. The baby-crocodile photo op is optional and you can decline it.
Lunch by the water
Badjao Seafront is the daytime option, open 10:00 and built out over the water on stilts — dishes ₱125–550, a seafood platter ₱1,150, about ₱500–900 a head, and it is cash only. Be warned that the view beats the food. KaLui at ₱795 for the set for two serves lunch 11:00–14:00 and is closed Sundays. The Baywalk grill stalls do not fire up until about 17:00, so they are not a lunch plan.
The furnace hours, spent indoors
13:00 to 16:00 is the worst of the heat. Robinsons Place Palawan and SM City are free to enter, air-conditioned and have pharmacies — genuinely the right call with children. The Palawan Heritage Center at ₱50 is better, if your call is Monday to Thursday: it opens 09:30–16:00 and closes Friday to Sunday.
The Baywalk and last shopping
The seafront promenade is free, walkable and the best photograph of the actual city. Buy cashews, hopia at ₱50–120 or woven work here rather than at the pier. Draw cash if you need it: foreign cards are charged about ₱250 per withdrawal at nearly every bank and machines empty at weekends.
Back at the ship, an hour early
Never plan to the all-aboard time. The port is close to the centre and traffic is not the problem — the problem is a tricycle that does not turn up and no ride-hailing app to fall back on. If you are one of the passengers who tried the river independently, this is the hour you will not have.
Ship days are exactly when the river sells out
The Underground River is permit-rationed, and the permit — not the bed, not the flight — is what sells out. A visitor entry permit must be secured before you travel to the park; the official notice board says no permit, no entry, and warns explicitly that turning up in Sabang, or sleeping there, guarantees you nothing. Roughly 95% of visitors let a tour operator hold the permit, and they are right to. Book 1–2 weeks ahead from December to May, and on any cruise-call day assume the day is gone.
This is the part that catches independent bookers. The park is permit-rationed, and cruise-call days absorb blocks of that capacity weeks ahead. A December 2025 reviewer documented it precisely: all tickets sold out during a cruise ship arrival and they could not access the site at all. The daily cap itself is widely reported as 900 and one 2025 source says 600, with the park's own site publishing no number we could find — so treat the exact figure as unconfirmed. What is not in doubt is that a cap exists, that it binds from December to May, and that on a ship day it binds harder.
